Aircel — balance deucted

My mobile number is [protected] . Many times my balance deducted first Rs 25 and after that Rs 48 and after complaining to customer care they always replied it is deducted due to downloading but I have already 3g internet pack of 1 month of Rs 155 .. They can't resolve my problem and the worst thing is that I am unable to call customer care from my sim... And when I call with another sim they respond and tell nothing about balance deduction but only say due to downloading.

They returned Rs 73 but after some hours again they deduct Rs 70 .what is going on? What type of service it is?
