Aircel — internet recharge activation problem and balance deduction

Dear sir, Yesterday evening I recharged my phone with 29 rupees internet pack but the pack was not activated and 11.72 rupees main account balance was deducted as internet charges. I called 198 but the customer care executive refused to lodge complaint for the balance. Even I had not talked with him rudely (youcan check the recordings), he probably had blocked my calls to customer care as I have been trying since last night continuously but still they are busy.The internet pack is not yet activated.Kindly help.
