Aircel — Unreasonable account balance deduction

While surfing internet i was charged rs 35. I called the customer care and told him to refund my balance against the unnecessary deduction. He told that, we are unable to register ur complain due to some technical problem. Each time i call them i get the same reply. Please solve this issue, so that i could get my balance back.
