Airtel — REfusing to refund deposit of ₹1000

I booked a new broadband connection with airtel and paid ₹1000 as deposit using my credit card (Transaction ref no:[protected], dt 19/sep/15, 7:54AM). The engineers came to my flat the same day and found that the broadband connection can not be processed as there are no cables in my neighbourhood. Therefore, they said the amount will be refunded. However, it has been two months since I paid the amount and they are refusing to refund the amount. Therefore, I do not know how to proceed. Can you suggest what to do?
