Amul / Gcmmf — Sbi-amul smartchange card

Outlet no 3010995, Radhey Shoppe at IRMA gate is not accepting payments for milk through the SBI-Amul card since middle of March 2016. The stock reply is, "it will start next week". I have been hearing this reply for the last 4 weeks. Please let me know:
1 what the problem is
2. how soon can I expect to use the card again..

In our area one dealer is selling amul products and we are buying amul buttermilk from there.
While it's mrp is 10₹ he asks to give 11₹/12₹ mrp.
Why does it so?
Why we have to give this upper cost on mrp?
We are earning our money by effort and don't earn for that shopkeeper.
