Bharat Gas — illegal practice

i went to rudra bharat gas service on[protected] located on shatikunj road, haridwar for new connection for single cylinder LPG connection. i was told to deposit rs 5000/- which include connection costs and compulsory gas stove etc. when i told that i already have ISI marked gas stove, the their offcial refused to issue me lpg connection only and said that they care least about any complaint against them in this regard. pl clarify company stand in this regard.
