Bharat Gas — the lpg gas cylinder

The cylinder distributer of our area is a theif because he leaks the cylinder and sell the gas to others I saw him many times leaking the gas and selling When I talk to him that gas should not to be leaked than he uses abusive language He Gives us cylinder which is contaning low gas Please don't give us the leaking and low gas cylinder Why he uses absusive language? Why he leakes the cylinder? Why He sell the gas Please solve my problem
