Bharat Petroleum [BPCL] — Transfer connection to other distributor

I already have a bharat gas connection in B.M Tawri Sinnae, my consumer no is 53940429 for the last 4 years.but no timely cylinder deliver and service is poor through distributor.so i want transfer my connection for your new gas agency for sinnar bharatgas vijay nagar but the b.m.tawri staff is not allowing to accept the transfer from/request.
