Bharat Petroleum — forced sale of other products with 2nd cylinder

I have a gas connection with Bharat gas Dealer “Shreeram gas agency” Pune, consumer # 53348469. Recently I have applied for the second cylinder and the distributor told me to submit the Rs2900 for the same, but I was not carrying that much money in my pocket, so I rush to nearest ATM & upon my return the dealer executive has already prepared a receipt and handed over the receipt & other products worth RS 890( Non-stick tawa & gas cylinder stand) and when I refused for it, they replied the receipt is prepared and you have to take it or else you will be not be given second cylinder ever. Thus in need I have to take those useless products for the sake of second cylinder. I’m aware of my rights as citizen, but I felt hopeless and very disappointed at that moment of time, that after being educated and professional I was cheated and can do nothing to avoid it. Why there is no action against such distributors, when we all are aware about the same. A common man is being suffered for a daily needs and end up paying a bribe or for useless products, which is deed not required.
