Bses — Problem in New Connection

I have applied for new connection I have submit all related documents in the BSES office located near Community Centre New friends Colony, verification of my house is done by the BSES officer (my Application No. is [protected]). After verification when i go to BSES office for further process they said new connections are not given in that Area and they not issue demand draft to me and said come after 15 days. How i live in Delhi without electricity, I am very tired from this system
