BSES Yamuna Power Ltd — Why was bill amount refunded back

I paid electricity bill by using ICICI bank debit card online for CA No.[protected] on 26 Sep but I found bill unpaid on 29 sep and I put a complaint before your desk after that bill amount was credited in my account back in the evening of 29 Sep. Now there are two issues One is who will pay the fine as late bill submission|? Second is if I m repaying the electricity bill then I am getting some error 500 and not able to process after selection of payment option as debit/credit card
