BSNL — Cannot Dial AT&T toll free number 000117 using BSNL Pre-Paid Calling SIM

Hi, I cannot connect to the AT&T toll free 000117 for my conference Call using BSNL Pre-Paid. It just failed within few seconds after dialing. Customer Care they just don't respond properly, neither aware of the processes and I am bouncing back and forth. The response from Cust. care is just pathetic. I can dial the same toll free using Airtel, Vodafone, Tata Docomo w/o any charges and connects just fine but not Just with BSNL. Please rectify this at the earliest.
