BSNL Cellone — Amount debited from bank, but not updated or even recharged to amount

I have tried to rechage my orepaid connection with BSNL portal.
Everyhting goes fine and they deduct 220 rs which I wanted to recharge.
After this step neither they generate the acknowledgement not recharge my mobile

I tried complaints in bsnl portal ..its simply timing out ..
