BSNL Cellone — stvs not getting under plans

I recharged my mobile on 31 dec 14 worth Rs 47 for doing bsnl to bsnl 20 paise per minute and i didnt get the offer till date. on 2nd jan 15 iregistered a complaint against this they told wait for 4 days and i waited and again there is no responds from the network provider.
