[Resolved] BSNL — Change of Broadband plan without notification

I am a BSNL customer for many years, and had a broadband connection with Plan BBG-FN-HOME-600-COMBO-PLUS-MONTHLY (it has night unlimited download faciltiy between 0200:0800 hrs). In July 2014, my plan was changed to BBG-FN-COMBO-630-MONTHLY without any notification. This plan doesn't allow free downloads during night hours. The invoice of July was delivered to me on 25th of August, because of which I remained unaware of the changes. I have been billed Rs. 4038.00 for the month of August 2014 because of the change of plan.
I tried to contact several authorities, but everyone is giving me different reasons and no one is ready to take its responsibility. I would request BSNL to please revise the invoice for Aug 2014.
