BSNL — Getting extremely low speed in Bsnl EVDO datacard

For past few days I am getting my internet speed of 20kBps in which I am supposed to get at least of 2Mbps.. I ve called Bsnl Cc 1502. 3 of the staff attend my call and said to wait until they get the information that I needed .. but I was in hold for very long time .. they are gone.. Near by BSNL centre, they're not helping me regarding the issue .. Solve the problem as soon as possible without further delay .. because I'm using the data card for past one year ..
