BSNL internet — Speed Deduction

Dear Sir I am using BSNL Internet service (Bill Plan :-BB Home Combo UL 1425) and paying Rs.1601 . According to this plan i should get 4 Mbps speed but now days i am gettting just 770 to 900 Kbps. I have attached file for evidence. I am facing this problem for past 2 month. So many times i have complained in nearest BSNL Office(My Service Provider) regarding this problem but they are not taking any response and i am completely fade off with this .
