BSNL — My telephone bill wrongly

As govt order night 9 pm to 7 am free calls for customers but my bill is wrongly because my calls chs rs 530 and not views bill in fully mode because my password is forget new password is not respond on mail I'd. My trl no[protected]total bill is rs 939
