BSNL — Not receing the Bill

I am regular user of BSNL Mob. sim since last 31 Months. But not receiving the Bill's Hard copy as well as sms in time since last 25 months. This month yet not get the Bill's hard copy and dealing clerk refused to give the duplicate bill. So therefore please look into the matter and solve the problem on priority.
