BSNL — Status on New Connection Applied [protected]

I have applied for a new connection on the name of Milap Sethi at local Exchange of Fatehabad (Haryana) around 15 days back. I was told to wait for a week. After one week I tries to contact them they tol me wait for 3-4 days more.Then again I contacted them and this time One of the line man told me connection is not possible. I just want to know the reason why it is not possible? And How can BSNL deny to customer for a new connection when there are connections around me.
