BWSSB — fee paid before 6 moths and meter not provided yet!

i've paid BWSSB with two DD dated on february month, and the meter should be installed by 7 days. its been 6 moths and they people in BWSSB, HENNUR are not responding well, they say "we dint find your file, what do u want us do!" Kindly do the needed, i'd provide you with further details, if someone is kind to respond to this post!
