vox pedastial fan/ alpha radios - fan osilation

i brought a vox pedastial rechargable fan from tradus. my item id is 2250586.the courier is gati AWB is 122249207.when i fit the fan according to the instruction manuval its osilation is not working.no other problem at all.but still osilation is not working. so please give the neessary instructions...
