Cbse Neet — Extra payment deducted for application form

I have filled the aipmt 2016 form from sbi atm card which was somehow not received by cbse but was deducted from my account then i was told by cbse to make the 2nd payment. I did the second payment using bank of baroda debit card. I also got the refund of the 1st payment a week later. But after the exam, on 3rd may an amount of rs.1400 had been deducted as apllication fee from sbi account. I asked the cbse to look into the matter but they have not replied back till now.
