CBSE — Spelling mistake of Mothers Name

My sister has passed 10th as private candidate from CBSE board in 2004. Recently she has applied for the passport which was rejected due to mothers name being different. My mothers name is Sheela. Her name is given as Shella Sinha She is in pune working. Could you please tell me the procedure for change of Mothers name. Its important its her carrier at stake.
