Central Bank Of India — Refusing to provide dairy loan

I have visited to my branch where I have a savings account being branch code 283203 IFSC code CBIN0283203, the branch manager of the respective branch directly refused me to provide dairy loan by saying they are advance sector they won't provide dairy sector loan. I have approached him to see my project but he directly refused me. I need your support n help.
