Central Bank Of India — return of an amount which is not received but debited in my account

I am central bank of India ATM holder.I had withdrawn amount of RS.3000 from other bank ATM on 29 January, 2014. Machine has not dispensed the amount but same amount has been debited in my account. I told all incident to my branch manager. But neither has he given me respond nor accepted my complaint.Help me how can I get my amount back
