Central Bank Of India — Violation of IBA guidelines by Not giving Interest Subsidy announced by Central Govt of India

Dear Sir, I have taken a educational loan from Central Bank in the year 2010. In recent budget announcement government of India announced interest subsidy on education loans. As usual the central bank authority have also put it in their website. Bank Manager & Loan Officer of my branch are saying "we have not received any circulars regarding interest subsidy scheme, if anything comes that will be automatically added to your bank account" They are not even behaving properly & to get that information i had to visit three times to the bank. How can a bank official lie to their customer & say that will be automatically added.
