Citibank — Non compliance on customer instructions

I had 11000 in my account and had kept it for a transfer to be made today. When I wanted to make a transfer today it shows that they have earmarked 7800 leaving only 3300 as withdrawable.Hence I will not be able to transfer the amount and there will be a penalty, a dishonour and a cibil hit. Called the call center and they said that earmarking was for the ready credit account that I have. According to the terms which I agreed, the amount is supposed to be deducted on the day which my salary is supposed to be credited(31st wednesday). they have incorrectly blocked the amount on the 27th. This is fraud and a non compliance from citibank. I feel cheated and will ensure that I pursue a legal case to get justice. The call center agent said that he will not be able to do anything and I wanted to speak to a manager. As usual I got the reply that the manager is not available. god knows why they have managers. I know how they work and so I was adamant to stay on the line till the manager becomes available. Surprisingly in a couple of minutes there was a manager on the line and she said that we cannot help. That is the system algorithym. Howcan the algorithym be to deduct the money 5 days before salary credit ? Is it that customers should not use their citibank accounts end of the month in the fear that they might earmark any amount according to their whim and fancies...

To make matters worse the manager hung up on me. I am using the statement hung up because if it was a call drop issue, they would have called me back like they always do. I NEED TO KEEP A COMMITMENT AND MAKE THE TRANSFER TODAY ELSE I WILL HAVE TO FACE A LOT OF CONSEQUENCES. I HAVE ALWAYS KEPT MY COMMITMENTS WITH CITIBANK AND NONE OF MY EMI FOR LOAN OR AND ECS HAS EVER BOUNCED SO NOT REALLY SURE WHY CITIBANK CANNOT KEEP THEIR COMMITMENTS.

I hate the the manger in the bank branch Laurel canyon CA
She didn't help me at all. I am just asking why they charge me for returned fee since I put cash thru my atm...but the bank didn't even pay the merchant who requested for payment...

Can anyone in Citibank resolve my issue regarding Earmarking Amount that has been debited from my savings account automatically. I had to pay my rent and i saw money is with bank. They wants to charge me for wrong credit card invoice amount. I need this issue to be resolved and wants to know who can assist in this matter. This bank is becoming so worst and annoying. I just want to discontinue my savings account once this issue is resolved and can't recommend to open an account with this bank. Horrible service.
