Cognizant Hyderabad — Not releasing offer letter

Hi, I had cleared all rounds for IB process in Cognizant in the month of Feb 2015, on the same day they told within three days i will get call for document submission. After 1 month they called and forwarded me to other team interview. that also i cleared. after 15 days i received call for submitting my documents and i had submitted on the same day. HR told me Max by tomorrow i will send u offer letter. Its been two months till now i didnt receive offer letter. when i called her she is telling all cock and bull stories. I came to know that they hired one consultancy person for the same position. This shows that they are fully corrupted.
