Cognizant — I am complaining about offer letter not received

My name is rakesh Kumar.I got cleared Interview & got confirmation mail and filled CIS forms.
I have mailed the HR person who sent the interview letter but after didn't get any response.
I thought I would get a offer letter for sure but now they are saying vacancies on hold so why they were playing with me?
Please help me on this.
