[Resolved]  Airtel Postpaid Mobile — MNP: dual charging of mobile bill the same period during porting out

I opted for MNP, leaving Airtel and joining BSNL, probably Jan 22, 2011. My mobile number was ported out and it worked from Jan 24, 2011. I had given dues upto Jan 24, 2011 to airtel.

First to my surprise, airtel didn't disconnected the number after Jan 24, 2011. Both the SIMs continued to work both way : outgoing and incoming. I made frantic calls to clear the picture and status of my number to Airtel for nothing. BSNL was also unable to spell out the exact status. But both of the SIMs continued to work. I could receive and make calls from both SIMs, meaning that both of the service providers were running my number. It was clear to me that a big billing problem is going to happen for me.

Now after two months in BSNL, BSNL disconnected my phone number. When contacted, they said that I have dues with Airtel. When contacted to Aittel, they demanded Rs 124 for a period Jan 24, 2011 to Feb 9, 2011, with out any mobile bill for this period.

Whereas I had bill from BSNL for the same period (Jan 24, 2011 to Feb 6, 2011 and Feb 7 to March 6, 2011), which was deposited with BSNL. Left without mobile connectivity, I had to just deposit Rs. 124 with Aitel. That too Aittel provided nothing at the time of deposit, that this is your last bill, nothing is pending against me, or the bill print/email of this period.

Now my question is, is that possible under MNP, that a mobile number can attract two bills for the same period of time? Isn't that a fault of the company arranging the MNP service. Why dues of a company are not reflected to the other service provider at the time of porting. And the companies are just blindly stopping and making difficult for the customers this MNP facility.

Should I leave this forum and go to a forum advising me on how to file a complaint in consume court? please

Further please refer to my complaint sent at [protected]@in.airtel.com, and docket #36715657, you were

1. unable to resolve any issue
2. didn't contacted through mail as you said in you email that with in 10 days...
3. no phone call from your office (which never come on the records of the customer to be useful in appellate authority of Airtel, then TRAI Public grievance cell, then proceedings of the court of law!
4. Unable to send the mobile bill for the said period through mail, I understand that if you cannot produce the bill for the period in question, your are hiding the facts.
and other matters related to the overlapping bill.

Please reply point-wise. I am attaching the mail which I got from customer care.

Dear Sir

I ported out from airtel under MNP in January 2011 w.e.f from Jan 24, 2011.
Mobile # [protected] Punjab circle)

I am now customer of BSNL, and I have been billed from Jan 24, 2011 onwards. (I
am in possession of the bills from Jan 24, 2011 onwards).

Your company has called me up for non payment of outstanding bill for period of
Jan 23, 2011 to Feb 8, 2011?

Clearly this is a overlapping period as regard to a single mobile number,
attracting bills from two sources. Now I understand that you have asked BSNL to
stop/withhold the mobile services to my number([protected]) for non payment of
pending bill. My mobile number is out of service since April 1, 2011.

I would request you to

1. Look into the matter for the overlapping period of billing period.

2. In the records of BSNL I am their customer from Jan 24, 2011, whereas you
claim that I am your customer upto Feb 8, 2011? Is that possible for a single
mobile number and be in service of two service provider?

3. Your stand on claiming bills and directing for this overlapping for
withholding mobile services from my current service provider is totally
unwarranted, and regrettable and shall attract justification.

4. You have not sent me the mobile bill through email or otherwise for the
period Jan 23, 2011 to Feb 8, 2011. Your outlets and call centres are unable to
mail this bill to my email or give me in print?

5. If I am paying the outstanding bill, which I was told yesterday is Rs
125.00, shall be under protest and refundable if the Consumer Court direct you
to do so.

6. Your attempt of asking/directing BSNL for withholding/discontinuing mobile
services has caused me lot inconvenience and BSNL is equally responsible to not
verifying all the facts for billing with the previous service provider(Airtel).

7. At the time of porting out I clearly understood that you were not
comfortable for your customer who intended to port out from your service. As a
proof please check my frantic calls to 121 during that period, and your calls
to me offering lot many services.

8. Please share billing period information and required dues with BSNL and
inform me so that BSNL do not stop my mobile services at your incomplete and
unjustified information.
