Bharat Gas, LPG, Raka Gas, Chinchwad - False promises and delay in sending gas connection

I am writing this letter is utter distress. I am not used to complaining , but have been left with no other choice.
I am a resident of Skyline Oasis, Link road, Behind Gawade Petrol Pump, Chinchwad , Pune 33.
I booked a gas cylinder at your office on the 18th of August. The voice on the phone was of a lady , probably your reception/ management staff.
My consumer number is 62211, and I was told that we would get the gas after 10 days .
As the gas was not forthcoming , we called again on the 28th of August.
We then got a call from the delivery boy asking for the address of the house. It was quite a surprise as we have already received gas at the address. Thinking the boy must be new, we told him the detailed address and waited for him to arrive. Unexpectedly , he did not arrive
We then called Raka Gas service , Chinchwad and gave them the correct address again and informed them about the call from the delivery boy. “We have no stock”- was the stock answer but we were reassured [ ladies voice again] that we would receive it the next day. Since it did not arrive we called up again and gave the correct address again. We were told that we would receive it the same day.
ARE WE JUSTIFIED IN THINKING THAT THE GAS IS BEING SOLD TO SOMEONE ELSE—I THINK SO, or else what could be the reason ?
Finally on Saturday the 5th of September we were told it would come . Nothing has happened presumably and today is the 7th of September.
If this is the state of affairs of an educated doctor practicing in the area for over 30 yrs , Woe betide any other person who dares to ask for a cylinder with the Gas agency in mention
We now write this letter in through disgust as we have no other option
Getting Raka Gas agencies land line is a very difficult task and cannot be done by any person who is hard pressed for time. I guess this can be expected as the voices that talk to you from the Gas agency end are very uninterested in what you are saying , and are ‘curt’ to say the least. This is like what Pune telephone complaint staff were like before the cellphone came into existence—typically apathetic.
Please solve my problem forthwith, otherwise you will pain me to take further action.
