BSNL — Broadband billed without service & ignoring customer satisfaction

My Phone no.[protected] at residence in Ranchi, was installed just for the broadband purpose under Sulabh Plan of BSNL, wherein, Incoming allowed and outgoing is not availed, as there was no use of calling from landline, due to almost every family member possessing own mobile phone. I applied for broadband on 18th July2011, and now the issue has crossed a complete year, and no one is there in BSNL Ranchi, even after numerous complaints made in person and in written, from the SDE to GM. Although, finally when met the GM Telecom Distt.Ranchi, the DGM was ordered in a meeting with all the senior authorities, like the PRO, DE, SDE, and was assured that it will be resolved, however, it seems that there is no value of a customer's time, and especially, he himself, in person, goes for complaint starting right from 27July2011 for delay in installation, and once the technician told that he has installed the broadband at my home, (IN MY ABSENCE WHO CAME WITHOUT PRIOR APPOINTMENT, IGNORING THE NEED OF THE PERSON TO USE THE INTERNET OR A COMPUTER LITERATE PERSON, IF BE PRESENT OR NOT, SHOWING THE LEVEL OF SERVICE WHEN OTHER GOOD SERVICE PROVIDERS HAVE STARTED GIVING COMPETITION IN THE MARKET) then started complaints for no access of internet, also, afterwards, I spent money on formatting my PC, thinking my PC should not be in order, but in vain, my PC was fine, but the problem was there from the Exchange or anywhere else, away from my home, even after my modem was checked by the technician to be okay, and the last complaint made on 14th June, at the level of DGM, in a government undertaking like BSNL, who too had given me assurances three times, as several times, his subordinate to handle went away for leaves, knowingly, that there is an urgent matter to resolve. I had also been guided once to wait for the forthcoming LokAdalat at the Civil Court, but there also, it was told that the matter pertains to some other technical department, and the people holding the adalat could not reach the concerned for the resolution of the issue pending for so long, when a customer has walked upto the so called Adalat. I was again called for so many appointments, and I had to go leaving my works and running from 1 floor to another floor in the 5-6storeyed building, from PRO to DE, and from DE to DGM and from DGM to GM, who most of the time, was reported by their PAs to be in long meeting, even after requesting the PA's to send an information to the officials that a person who was called, has come, leaving his own day schedule/works, but every time, I felt that I had wasted 2-4 hours whenever i went to BSNL Ranchi office. I did not get a single month satisfactory service, and fraud information was updated from the field technical boy to his respective boss, (the concerned department's SDE, who looks after installations of connections), which I came to know, in one of the meetings with the concerned SDE, when he showed me his diary enthusiastically, that on the particular date of installation, the report was conveyed 'OK' from the technician. And, that too, they have continuously billed for BROADBAND RENTAL along with PHONE RENTAL, and it is very clear that I was neither able to use my broadband nor there was any outgoing call allowed and the Aug, 2011 bill, including broadband rental of Rs. 250, was Rs. 368.48, which was raised to Rs. 3157.00 in March, 2012 billing. How, many times should I have required to report in person and in written, that I am being billed for no access of broadband. Has the BSNL none to listen to an enormously aggrieved customer. I had lost preparation o[censored]PSC one complete year of 2011 to 2012, depending on the appointments and assurances of BSNL ranchi officials. Then, what they wanted to prove from then, was i a fool, to run complaining that I am unable to access the BSNL broadband, just after the day it was said to be installed in my absence? Was I crazy to spend time running from one floor to another floor, spending around 4 hours whenever I went to BSNL office running after the assurances of the officers? I have got tremendous harrassment which can very well be understood by anyone. In may latest letter, I did write a line to the DGM, that as I was no more able to go and meet, as I had also lost my job, due to irregularities, my economies have totally crashed, and hit badly on my studies and aspirations of learning and making me mentally harassed to a considerabe extent, and I wanted to get compensations at least by getting my bills ZEROED and reinstate my broadband free of charge within the last day of June, 2012, but till today, 13th Aug, 2012, there could be very easily discovered the inaction, as there is none to listen to my grief. I hereby, have last hope and resort and request the Indian Consumer Complaints Forum earnestly to support at the earliest by resolving, and my moral from falling to the lowest ebb, tremendously affecting me mentally. I would definitely ask for 2 lakhs from BSNL to compensate for my mental harassment and my time, work and chances and the moral lost. --Ashish Kumar Verma. Ph : [protected]
