BSNL — My Landline is frequently goes to dead status

Severas times I keep placing the complaint through 198, then they rectify with their course of duration based on the priority, but here the challenge is my telephone[protected] goes dead frequently. And another challenge is I am using broadband which connects some time and some time doesn't and my major concern is speed they promised not upto the mark, several times page not displayed message populated or operation time out for certain websites. And similarly I have booked EVDO connection and cancelled due to not at all working, and so far my deposit worth of Rs.1000/- not refuded back so far due to their technical challenges.
