City Survey Office, Nagpur — Delay in mutation of name at city survey office

This is very True!

I lost my father ; Mr A.B. Kulkarni on the 20th of December 2010 in Nagpur. He was residing at that time at 301, Des Apt Bajaj Nagar Nagpur-10. I am currently working in Pune but I have been living in Nagpur for the last decade and I have never come across such an experience in the city. You may call it my ingorance.

I filed for the Mutation of the Flat where my father lived in the month of February for which I have the acknowledgement as well. I was told by my agent who was told by the CIty Survey Officials that the mutation process would take a month or so. I was in agreement with this.

Its been 4 months now but the process has not even been started. I have a person ready to buy the house but I am not able to sell it as the documents are not ready. My agent tells me that it is just a Signature from a "Saheb" and he is not reporting to work. He has been going to his place everyday and still there is no sign of him.

On the 25th of April(3 months After the application) I was told that the "Saheb" has gone for a vacation, On the the 1st of May I was told that the so called Saheb would not available as his Senior officials have come from Pune Office. On the 4th of May i Was told that the "Saheb" has now gone to Pune!!! On the 7th of May I was told that the Saheb would be on leaves sicne its "Akshay Tritiya"(It was an optional Leave). Now he has come back but he is not ready to meet anyone. He has now called my agent tomorrow but I am not sure if he would still sign the document without a bunch of "Moolah"!

My Questions:

1.Is there only a single official is the City Survey Office to sign on the Mutation Applications with proper Authority???
2. If a particular officer is on leaves; why isnt a officer appointed in his place to do the pending work?(God forbid if someone wiht authority dies, It would be a havoc in the city survey office!! )
3.Why would it take 4 months for a Mutation process when the prescribed TAT for this is 1 month??( There isnt a clause for bribery in the TAT! If there is I have not covered that yet!)
4.Is city survey going to compensate me for the charges that I am paying for my agent the EMI's for the house that I pay bank with interest??(I am noe abel to sell the house to clear the Debt unless i dont get that Signature)

City Survey Office, Nagpur is possibly the best place on earth to test patience of any human being. I had given a request at Nagpur City Survey Office on 26.12.2010 for mutation of my plot no.98 and 99 at Mouza Shivangaon Khasra No. 151/2, 152/2, 153/2 which has been acquired by Govt. under MIHAN. Thereafter I have followed-up with one Mr.Bhoyar (the concerned official who looks after the work) at least on 10 to 15 times. he does not come to office before 3.00 p.m. every day. Some times he does not come to office at all. After many visits to City Survey office I could not meet him. As I do not stay at Nagpur. I requested one of my cousins to look into the matter. he also visited City Survey offic, nagpur at least 10 times but Mr.Bhoyar is not available most of the times. Once he managed to meet Mr. Bhoyar and took his mobile number. When I contacted Mr. Bhoyar on his mobile no.[protected], and requested him to complete my work as the same has been pending since December, 2010 that time Mr.Bhoyar said that he has got lot of work so can't say when it will be done. After almost 16 months thius is the answer officials of city survey office gives to public. It is really ridiculous to deal with Nagpur City Survey Office.

IT WOULD BE BEST TO PUT UP AN INQUIRY UNDER RTI ACT AS TO HOW MANY CASES ARE DONE IN A MONTH AND WHAT IS THE WAITING PERIOD AT PRESENT. IT IS BROADLY SEEN THAT THE GOVT. WORKERS WHO DIRECTLY COME IN CONTACT WITH CITIZEN HARDLY WORK AND R BUSY IN EXTRACTING MONEY.

I (Suresh J. Ablankar, Mobile no [protected]) do agree with Dr. Zafar Ahmad Faruqui, Mr.Varun Kulkarni and snajay katkar. I had given a request at Nagpur City Survey Office on 26.03.2003 for "AKHIV PATRIKA" plot no.72 at Mouza SOMALWADA with fees Rs 1000/-. Thereafter I have followed-up with the office at least on 10 to 15 times. But there is no response from the office. Againe I visited to City servey office on 09.10.2012, they replied that your "Akhiv Patrika" is not made yet and you have to pay again full fees i.e. Rs 2000/-, earlier fees was lapse due to long period (26.03.2003 to 09.10.2012). It means all procedure i have to do agains from beginning with fees Rs. 2000/- (approx)?.
Why don't do their work in time frame. I haven't seen any senior person, who reply all quiries.

I can't understand that the inspit of "Anti corruption office" in the same building, it could be happen.

Delay in mutation of name at city survey office

This is to bring to your kind notice that to do mutation from City Survey Office is not a common mans task. I Sunil N. Ninawe, Govt. Servant Income Tax Department resident of plot no. 6, Kharbi Raod, Sahakar Nagar, Post Hanuman Nagar, Nagpur-06, Mouza- Harpur Distt. Nagpur has applied for mutation of above mentioned plot of mine at the same time on 18.12.2011 after that I have done the follow up for the above case for nearly 30 times since then, but till now I haven't recieved any Notice/ Deficiency Letter nor my name has been mutated in the City Survey Record, Nagpur.

Inspite of the claims made by the City Survey Office that the mutation will be done within a span of one month, In my case nearly Eleven months have passed but my mutation has not been done.

So, you are Kindly requested to look into the matter so that the common man should not suffer .

My wife wanted to mutate her name in the city survey's office, since her brothers are nagging and were trying to forge to sell out the property in sitaburdi. We went to the suppritendent of land revenue, nagpur, and applied there. after three hearings, the suptt. passed order on 21/04/2010, to update the records and we putted the entire matter in the city survey office. but the stupid people did'nt tried to update in the computers as well as in the mannual records. we tried to contact many officers, but they simply kept on telling ok, we will see.

Finally, my brother in laws tried to sell the property at their best. At last, we consulted an advocate, he then passed notices to all the concerned departments, and within 1 week the name was updated in the computer as well as in mannual records.

I am Dr. Sagi Rajkumar Varma. I applied for mutation of my flat at Wardhaman Nagar, Nagpur two and a half years back on[protected] under an acknowledgement from the City Survey Office No. 2, Nagpur. Even after several rounds of enquiry, they said that the said application is not traceable in their office and asked for a fresh application anew. Accordingly I submitted another application for the said mutation on[protected]. But the case is still pending without any reason whatsoever. Neither my name has been mutated in the records nor I have been served with any deficiency notice by the said office.
I request the Hon District Collector to look into the matter and the general behaviour of the city survey officers and their efficiency and effectiveness.
Citizen Charter is also not found in the office, which is mandatory for all government offices.

I have applied for mutation in the year 2009, in Nagpur city curvey office III and after completing all the formalities including site inspection etc, I was informed by the babu there than on duty that your file is complete and your name will be mututed soon. As i was sure that the work of mutuation is complte i got relaxd.

Now in the year 2012 I applid for Akhri patrika for my house, I was surprised to note that my name isnot mutuated till date. I asked the city survey department to see my file of 2009 and enquired about the wqhere abouts of my old filed. I got the reply that file is not trraceble and will not be traced sicne its too old.Now I am ased to file a fresh application for the mutation, hence i filed a new application i nthe month of december 2012, and i am just visitng the office since than twice a week, now its june 2013 and the file is still pending for the mutation.

Actually the problem is that the staff is illeterate and incompetant for such jobs, even the city survey officers are not competant and are not aware with the laws of the land, i fail to understand how such incompetent people get job or employed who are basically illeterae in the sense incompetant. Such fellows who are lazy in work and are incompetant should be kicked off their job in the public interest.

i am not providin my details bcoz these chaps in office are horrible and will still harrass .

Can anybody provide the contact details of officer name who responsible for flat mutation cases . I really struggle with my mutation since more than 2.5 month . As they commit to do the mutation cases within 21 days. The concern office asking me to submit the NOC from builder, but the Builder was absconding and bank corrupted. In such case what should i do to put my name on property . The concern office told me to find out the back name from where builder took loan to get the NOC from that bank .
