[Resolved]  Dakshin Haryana Bijli Vitran Nigam — Complaint against o/o SDO, Sector-18, Gurgaon for not installing Permanent meter

I started construction of my house at plot No. B-68,Sai Kunj, New Palam Vihar, Phase-III, Gurgaon and applied for permanent connection vide receipt No. 2266/DS (A/c -CT11-6151) dated 25.02.09.

The persons from Dakshin Haryana Bijli Vitran Nigam Limited came and said as your house is under construction you cannot get the permanent connection so first apply for temporary connection.

I applied for temporary connection vide receipt No. 2419/TC (A/c - PVTC-0247) dated 16.03.09 and after few days my temporary connection was installed. The bill thus raised was paid by me.

In November construction of my house was completed and therefore I visit the electricity office requesting for removing the temporary connection and install the permanent connection for which I already paid the fees on 25.02.09.

But to my surprise I found that bills are being generated (on average basis) for permanent connection which is not physically installed.

I submit an application to SDO for closing my temporary account and adjusting the amount shown on permanent bill against the amount I already paid for that period (for temporary connection), requested that in future only my permanent connection bill be generated and asked for refund of amount I deposited for temporary connection. Since than 4 months has passed and nothing is being done to correct the mistake done by the office.

On 03.04.10 i visited to SDO office for following up my complaint he marked the complaint to the LDC Dalbir and JE R.P.Verma, these peoples are keeps me running from one office to another but are not taking any strong steps to solve my grievances. I tried to contact the SDO again, but whenever I go there he is either outside or on leave (as per their staff).

Due to this problem I has to take leave for three days and the rest three days my brother visit this office and still the problem has not been solved.

This problem not only causing us to pay more money (as per unit rate is higher for temporary connection) but also causing us mental harassment.

I want my grievance be addressed and solved. Further I want serious action be taken against that staff due to which I and my family is suffering and also penalty be levied on that office for not hearing the consumers grievances and further harassing them.

I agree in totality. Their 'couldn't care' attitude is just like what Babus during British rule used to do with then Inidian. There is no accountablity on any official for their inactivity or wrong doings. If you fail to pay up the bribe, rest assured these people will make you run from pillar to post and treat the customer/consumer like roughs. Basically, all rules are made by them which are primarily the same rules made by britishers. These rules put all onous of responsibility on the consumers and the staff or officers from the deptt have no written or questionable accountability.

Those officials who do not work should be treated like dogs and should not be respected, irrespective. Instead of bowing down to their demand of bribe, one should take legal route throughconsumer court. LDO Dalbir, JE Verma and SDO Yadav, are all hands in gloves to extract bribe from customers by torturing them until bribe is paid up. Let us be courageous enough to refuse for fear of inconvinience. In fact, consumer court route is less expensive and less inconvinient. Try it.

Yes! finally i get it. Thanks to RTI Act. I lodge an RTI application regarding the my pending cases. The initial reply of SDO was not satisfactory so I file First Apeal and not surprisingly I got the call from SDO and Party for settlement of the case.

My permanent connection bill started.

Sub : Complain against SDO DHBVN Mathura Road/ Tilpat

Dear Sir,

All of our colony member submit application for electrifiaction in our colony Roshan Nagar, Agwanpur, Faridabad last 3 years that is from 2011. In 2011 all documents signed by SDO for our areas electrificaion. Then in 2012 SDO gives our colony Transfermer & electic Pole. Then in 2013 all transfermer poles pending accordingly. No one do this work. Every day our member visit SDO Chamber for this work. SDO said I do this immidiately. But till now he can't do this work. What we can do pl. suggest.
