Please find attached here with the advertisement published in the Danik Jagran of today May 12, 2012 along with the letter of the UP Election Commission, in which State Emblem of India is properly placed but they have insulted in advertisement, which is the violation of the:

The State Emeblem of India (Regulation of Use) Rules, 2007
The State Emblem of India (Regulation of Use) Amendment Rules, 2010
The Prevention of Insults to National Honour Act, 1971
The State Emeblem of India (Prohibition of Improper Use) Act, 2005

Hence Sri. S. K. Agarwal, State Election Commissioner, Uttar Pradesh (Panchayat & Local Body), P. C. F. Building, 32-Station Road, Lucknow may kindly be booked along with his subordinate concerned officials.

It is further requested to the Hon'ble Home Minister of India to accord sanction for prosecution because the concerned officers are not yet nominated by the Home Ministry and this power vested in the Home Minister.
