[Resolved]  ECHS, Min of Def, Govt of India — EPF deduction not yet started

Ex-Servicemen Contributory Health Scheme(ECHS), under the Min of Defence, Govt of india has came into existence since Mar 2004. Till today there has been no EPF deduction made from the employees salary. We would like to know why the employer is not deducting the EPF contribution from our salary and deopsiting in the EPF Account of the respective employees.

Its very good to heard bout reviewd of Pay for ECHS Staff, But Just I want to say.

il - literate staff pay hiked from 3500/- to 6000/- or 6500/- ( more than 80 % )

then whats the fault of Paramedical who are ( Graduate + PG Diploma ) who will get from 7500/- to 10000/- ( Only 33 % ) .

It is Unfair ! M I Wrong ??
Yes the above all complaints are very geneiven.The following points for kind interventions and necessary actions at higher authorities of ECHS:-

Men are not loked after well at ECHS
Each and every time one have to run between ECHS and the panelled hospital during the treatment.i.e surgery/Lab test/Various scans etc.
Partiality on tratment in regards to surgey-i.e If apatient is not cured/fully recovered the panel hospitals give them discharge by saying that fund alotted is over and ask for re-admission to continue the treatment.
Most of the times the medicines are not available and ask us to come after a week or so and never procure such medicines.Whereas the In-charge ECHS advise to go for local purchse for the the officers concerned.
The inchrge is merely a welfare officer for the officers cadores and not doing anything for the men who struggle at the ECHS centres.for treatment.
Reported with good understanding amongs the ECHS and the Panelled hospitals while refering the patient for any Major surgery/other treatments which resulting into some mal practises etc
Military police/ Lioson units/some other Inspection team Or Any other Military agencies to be asked to check the functions of the ECHS centres once in six month for the better service.

what about the upper age limit of paramedical staff.

" WHEN THE AVERAGE INCRAESE IN THE ECHS STAFF SALARY AMOUNTS TO 50 % THEN WHY THE RECEPTIONIST/DATA OPERATORS ARE GIVEN A MERE INCREASE OF JUST 6% ?

From the above figures it is very well understood by a layman that the revision in the pay scale of the Receptionist/Data Operator is negligible as compared to the othercategories of the staff. Therefore it is requested to the authorities that the matter may please be considered and the the revision ithe salary of the Receptionist/Data Opr may please be done at par with the other categories who were previously getting the Pay at the rate of Rs.7500/-(P.M) and are now getting Rs.10, 000/- per month.
Sir, I am ex-sgt of IAF and member of ECHS, attached to hindon AF Stn ( Ghaziabad) poly clinic. I have taken dental treatment from poly clinic wherein my 2 nos teeth were up rooted. when i requested to fix artificial tooth to fill gap and protect other tooth from falling, i was denied on the ground that this is not covered in the scop.

Secondly, Medicine prescribed by the doctor, if not in stock, are denied and i am being asked to purchased out of my own pocket. Kindly look in to the matter.

I am Ex Sub Maj (Hon) SURYA KUMAR. My complaint is regarding NON ISSUE OF TEMPORARY ATTACHMENT CERTIFICATE from ECHS KANPUR NAGAR. I visited twice once in the month of last week of May and on 27Aug 2009 to get the TAC but invain. On 27 Aug I requested with the head clerk concerned in the office but he siad I am not sitting here for this purpose and argued a lot then I requested with the OIC ECHS Mr Sqn Ldr (Retd) MP Singh but all invain because he was misguided by his head clerk. he asked me to submit an application for TAC I immediately handed over the application but he replied we intertain only sick report in the morning and we entertain for TAC only after 1400 hrs. I have alredy taken the TAC twice. The last TAC was issued on 07 Jul 2008 which was valid up to 06 Jan 2009. The liabilities are increased at this stage of ESM so every one is in search of bread and butter here and there there fore the TAC is required. Now it is requested that kindly the TAC may please be issued at the earliest on my temp address given bellow. I am a LMC person for which no Medical benifits have been given and I have to purchase the medicine from the local market. If the TAC can not be issued the the REIMBRSHMENT BE GIVEN.

It is 101 % fact that the increment which is aprroved by govt for ECHS Employee is not agreeable by all paramedical staff of ECHS Polyclinic.

We can understand that Officers have more burden and risponsibilities ..so govt. aprroved 66% increase ( 15000/- to 25000/- ) and otherside staff like Non Medical staff..they also get more than 85% increment like 3500/- to 6500/- then ...if Govt have tendeny to maintain equility for all employee than wahts the fault of paramedical staff like Lab Asst .???????????

Govt have to do somthing ..promptly.

Respected Oic ECHS Cell, I am 731824F ex SGT KK Mohan Wpn/Fit discharged from IAF on 30 Jun 2008. I had applied for the ECHS card for self and family consisting wife and a daughter in Apr 2008. One year has passed since and unfortunately I have not received the ECHS cards. Repeated enquiries at my nearest centre (Naval Base, Cochin) revealed non receipt of the cards. Therefore I request you to expedite the process for an early issue of the same. Thank you very much.
To run a scheme successfully, one needs to have competent brains behind it and competent people to run it...unfortunately, the ECHS top brass have only some brass on their shoulders, but no managerial skills for running a system which is supposed to work like a mediclaim scheme.

See the way they come for inspections at ECHS polyclinics! What a fanfare!! The local dailies give 'paid' coverage to their royal visits!!! the station commander is graciously 'briefing' him and the OIC polyclinic is standing at a corner like a stupid school boy...The service hospitals are full of flowerpots at very nook and corner..well dressed lawns, well laid beds..what not. and the poor ex-servicemen 'members' watching all these ridiculous shows which he loathed in his service tenure...

Yaar bund karo ye bakwas.. and hand it over to a professional insurance company and let the 100 rupees you deduct from our pension go as premium to the scheme and the rest will come from the Government. No more mis-appropriations by service hospitals. no more extra postings of service doctors in the name of ECHS... Ex-servicemen cannot be fooled like this for long.

I am an EX Sub SURYA KUMAR (JC-750416A) a member of ECHS POLYCLINIC KANPUR NAGR (7 AIR FORCE HOSPITAL). I am presently residing temporarily in Delhi. I am a patient of PRIMARY HYPOTYROIDISM which needs life long treatment. ECHS POLYCLINIC BASE HOSPITAL DELHI CANTT needs TAC for issue of medicine. I have to purchase it locally because ECHS POLYCLINIC KANPUR NAGR (7 AIR FORCE HOSPITAL) has not issued TAC. I visited number of times to the polyclinic but in-vain and it is very difficult to explain the views and words of the senior staff and even of OIC. I feel that my approach was at the wromg point. I can't explain their words. I have not given any medical benefits during retirement.There fore may I request to the autorities concerned to issue the TAC/ ISSUE THE MEDICINE till the issue of TAC.

force-deduction — billing for which consent is not given

i i have got a connection of airtell more than3ys..but from a number. 555630 i was sent message for bikini girl and photo card for which i never applied. 4-6days ago they sent me mail for renewal of the same. i immideatly sent message preventing from sending any such bogus things. i was sent message unable to process so many times i sent reply.two days ago 20rs. is deducted from my balance unfairly. first time same amount was deducted for wich i said nothing. but now i become disgusted with that type of snatching of 20rs. 54321 121 refused any meassage.
in this circomstances i want my deducted money back request to stop that type of foul play from the side of your operators who donot bother for customers wish along with their dissatisfation.
fail or dealy to do it will make me disconnect the line.

From our canteen many liqour bottles have been corrupted with the influence of the manager. A dealer buys 10 bottles for 400Rs.Even inside the canteen kitchen they are selling in pegs. They are minting money through this illegal business. All the bottles are going out with the knowledge and prior permission of the manager. The main culprit is A.JOHN LOUIS. He is the security in tanjore canteen. Now at present he is in trichy canteen.He is the right and left hand of the manager.At 4 o clock he will leave canteen before his duty time is completed.Only with his knowledge everything moves out,
The customers who apply for smart card will use paper cards until the smart card is given to them.With help of those numbers from the paper card the customers buy goods.After the purchase is over the paper card will be locked.Per day not even 10 paper cards will be circulated but they prepare 20 to 30 paper cards and buy lots of liquors and sell it outside illegaly. This is done with the help of the manager. The person who possess a little computer knowledge can find all these corruptions easily.
For Eg.On 11/03/2010 only three paper cards have been entered.

This smart card maintanence is done by Mr.Kaalamegam. A 67 age old man who is working since 2003 but the shocking news is that he is not a canteen staff. He is the binami of manager Mr.Balraj.
Manager G.Balraj and Kaalamegam will not give smart card to the customers at once.They will use the customer's smart card for 2 to 3 months and buy the goods and sell them outside. There are some brokers who get commision of about Rs.100 per Rs.1000. Per day they sell goods worth Rs.50, 000 and gain a commision of Rs.5, 000. Their average commission per month will exceed more than Rs.1, 00, 000. They have 2 to 3 contractors for moving the goods.Everything is done with the knowledge of watchman LOUIS. He collects Rs.500 per negotiation.From the year[protected] each customer was given seperate card for liqour and goods.But the watchman will only give goods card and keep the liqour card with himself.When the customer claims for the liqour card they give a new one. If you raid the manager's house you can get 100's of liqour cards. They have minted more amount of money with the help of these liqour cards.The culprits are Radhakrishnan Asst Salesmen in Tanjore, Rajendran from Vasantha Bhavan Hotel and Kamal. They are all the Binami's of the manager Balraj.
Rajendran knows all the staff's of the canteen.He acts like a Asst.Manager and gives orders to the staff's.He has more than 10 Officers smart cards.
There is a woman who worked in Nagapattinam canteen as a sales woman (Tamilselvi) is now transfered to Trichy Branch.She is at present working in liqour bill section. She joined here with the manager Balraj's recommendation. She even don't know to type her own name in English but she gets the Highest Salary among the canteen staff's. Likewise Jaya a person who worked in Namakkal Canteen is now transfered to Trichy. Another influencial person is the unloading man Pandiyan. He moves out the liqour bills with the help of Tamilselvi.
Pandiyan, Tamilselvi and liqour sales man Ravi with the help of the watchman Louis is doing this illegal business. Manager Balraj is the sole owner of this illegal business. Manager Balraj will correct all the staff's who comes on inspection by taking them to some holy spots and brain washes them.He will give them box and boxes of Money. He always uses vulgar words to abuse all the staff's. Nobody will open their mouth against him. If they do so he will book fake cases on them and send them to Jail. He has corrected all the Policeman by giving them liqour bottle's.
The manager Balraj will give all the loading and unloading charges not in money but in liqour bottles. If a customer misses his smart card in the canteen they will keep it to themselves and if the customers ask for the missing card then they will ask them to bring the F.I.R copy and then ask him to apply for a new smart card.

This is because nobody should write to the higher authorities against him and if it is done they will give all the letters to the manager Balraj himself.He will give 4 bottles for the despatch clerks in the station head quaters and ask them to neglect all the complaints before rooted to higher officials. He is acting like a good person after commiting so many crimes.Ther are many Ex service man without a job but he has appointed a 67yrs old culprit. Is this fair? In the coming Month he has appointed many new candidates. They will also work for him. Then the canteen will not be saved at all.

This smart card maintanence is done by Mr.Kaalamegam. A 67 age old man who is working since 2003 but the shocking news is that he is not a canteen staff. He is the binami of manager Mr.Balraj.
Manager G.Balraj and Kaalamegam will not give smart card to the customers at once.They will use the customer's smart card for 2 to 3 months and buy the goods and sell them outside. There are some brokers who get commision of about Rs.100 per Rs.1000. Per day they sell goods worth Rs.50, 000 and gain a commision of Rs.5, 000. Their average commission per month will exceed more than Rs.1, 00, 000. They have 2 to 3 contractors for moving the goods.Everything is done with the knowledge of watchman LOUIS. He collects Rs.500 per negotiation.From the year[protected] each customer was given seperate card for liqour and goods.But the watchman will only give goods card and keep the liqour card with himself.When the customer claims for the liqour card they give a new one. If you raid the manager's house you can get 100's of liqour cards. They have minted more amount of money with the help of these liqour cards.The culprits are Radhakrishnan Asst Salesmen in Tanjore, Rajendran from Vasantha Bhavan Hotel and Kamal. They are all the Binami's of the manager Balraj.
Rajendran knows all the staff's of the canteen.He acts like a Asst.Manager and gives orders to the staff's.He has more than 10 Officers smart cards.
There is a woman who worked in Nagapattinam canteen as a sales woman (Tamilselvi) is now transfered to Trichy Branch.She is at present working in liqour bill section. She joined here with the manager Balraj's recommendation. She even don't know to type her own name in English but she gets the Highest Salary among the canteen staff's. Likewise Jaya a person who worked in Namakkal Canteen is now transfered to Trichy. Another influencial person is the unloading man Pandiyan. He moves out the liqour bills with the help of Tamilselvi.
Pandiyan, Tamilselvi and liqour sales man Ravi with the help of the watchman Louis is doing this illegal business. Manager Balraj is the sole owner of this illegal business. Manager Balraj will correct all the staff's who comes on inspection by taking them to some holy spots and brain washes them.He will give them box and boxes of Money. He always uses vulgar words to abuse all the staff's. Nobody will open their mouth against him. If they do so he will book fake cases on them and send them to Jail. He has corrected all the Policeman by giving them liqour bottle's.
The manager Balraj will give all the loading and unloading charges not in money but in liqour bottles. If a customer misses his smart card in the canteen they will keep it to themselves and if the customers ask for the missing card then they will ask them to bring the F.I.R copy and then ask him to apply for a new smart card.

At the same time the smart cards of the expired persons is used by them for 2 to 3 months and then only they hole the cards. Through a single dealer the manager gets more than Rs.1, 00, 000 money. Under his undertaking there are 5 canteens. So he gains more money which he burries in the underground of his house.He has spies in every departments.Nobody can complaint against him. If done he will easily find it out.For each postman he would give 2 liqour bottles per week. This is because nobody should write to the higher authorities against him and if it is done they will give all the letters to the manager Balraj himself.He will give 4 bottles for the despatch clerks in the station head quaters and ask them to neglect all the complaints before rooted to higher officials. He is acting like a good person after commiting so many crimes.Ther are many Ex service man without a job but he has appointed a 67yrs old culprit. Is this fair? In the coming Month he has appointed many new candidates. They will also work for him. Then the canteen will not be saved at all.
ech scheme is a huge waste of govt funds and needy ESM residing in the remoute corners of oure country (i.e in villages are not at all benefited by the scheme. Huge funds are wasted towards saleries and equipementrs/medicines and the smae is not reaching the needy esm. Hospital empanelled is exploiting the patiens to make money and lpurchase of medicne is a beg fraud. Staff posted in the ECHS should be turned over in every two years, OIC and other staff is treying to influence the stn comdr by resrting unethgical practices to get extension in the job. Lot of fake smart card has been procurewd for dependents if ESM. A vigilance wing to be detrailed to audit the ECHS in its functioning. Lt Col (Retd) Sashidharan

I would like to inform you that since last 4 years i am working in ECHS counter at R & R hospital, Dhulakuan, New Delhli as a Pharmasist. Sorry to inform you that there is no increment during my job period. Without increment / low salary a ECHS private staff can sustane his family in a expensive city Delhi ?

Every body desire atleast to give a good education to their kids. We are one of them who always dreaming his future with the base of Allah / God.
