Housing Society — MC refusal to act

My housing society MC refuses to act when I submitted a complaint of water leakage into my flat from the flat above.
I would like to know if the MC is duty bound to act and make the flat owner from whose house the leakage is caused.

We have been following many posts pertaining to water leakages in apartments from the terraces located above the same apartments as also from apartment bathrooms and toilets.
