i have received an email from BBC regarding the winning of lottery by me...is it a scam or its real...??

Dear readers
I have recieved the massage in Mobile asked me send I.D. Proof, Address proof, and bio data like, Name, Address, and other details. once I send the above details, One Mr. Pedro Joe, Claims manager has send a congratualation letter and Fund Release order, under National Lottery letter head details of the movement of winning prize money, delivery person, details his passport, Insurance certificate certifyed that the prize money deposited with Insurance company for safe keeping till delivery to the benificiary all documents are scanned copy. But there is no communication for payment of conversion charges for 43, 000 for conversion of 750, 000 GSB in thier letter heads. One Diplomat Frank Cole carying the prize money called me from Delhi RBI and asked me deposit Rs. 43, 000/ towards conversion charges. I rejected for payment any charges, later there is no communication from their end. Now I have all the documents which they have send by E Mail, Release order, Frank Cole Passport, Insurance certificate from Dot Insurance & Brokers Company for safe keeping reciept for 7, 50, 000 GSB. What is this, Do they think that we Indian are fools, Who is doing all this. Any officials invovled. This is black mark on the concerned country, because, their emblem, court seal and name of highly respected citizen involved, and also It carry name of company which conduct this excise.

the lottery show is true but for those how buy the ticket by giving certain amount.
some fraud hacker are their who send you such type of mail by sending same lottery number which was drown before week...
they are giving such type of offer via sms...
