cash not dispensed from atm

i have an account in uco bank .i used my atm to withdraw money from icici bank atm placed in mahewa purab ,naini, allahabad. on 29/4/2012 at 10:00 am but the machine did not dispensed money and my account was debited with rs.3000.my account is of uco bank bhagalpur branch. my account no is 01930110001523.
