my refund is not given till

As my Pan no AIWPR1635A in assesment yr 2007-2008, my extra tax is diducted, also redund is not done till.When I contacted on income helpline 0124-2438000, they said contact your assesse officer he have not instructed any refund till now so why this is not done.
Please awake my assessee officer of ward no. 6 of gurgaon.

Plz help to get it.
