Indian Airlines — ltc 80 fare confusion

sir,
i am a central govt. servant going on ltc to sikkim by bagdogra by indian airolines flight on 26.11.09. the indian airlines has charged Rs.18386/-as ltc 80 fare for travel from chennai to bagdogra via kolkatta and return in the month on november 2009. the central government department i am working says that they will only follow the january 2009 ltc-80 fare list of indian airlines as per govt. o.m.in this case i stand to lose 3386/- per ticket or per person. how can i overcome this problem. will the government revise the ltc-80 fare.

1-sir i am planning to go to kerala from delhi through Ltc, can i purchase normal air india ticket which is lower than ltc 80 ticket.
2-second thing can i return from kochi to delhi. or i have to follow the same route.
3- can i go to kochi and return from trivendrum or i have to follow the same route
4- do i need to take direct flight or can have one break?
what are the other formalities before i buy the ticket.

Im central govt. employee. im applied for LTC from Delhi to Srinagar by air in Air India flight. Air india announces the fare list (i.e) BasicFare+ Fuel Charge. My doubt is, for reimbursement the taxes also includes in the claim or exclude.
is there any difference between ltc80 hltc fare.
