Indian Passport — Passport hasn't been received even after submitting all the documents asked

I am Uddalak Biswas live in Garhpara, Gobardanga, 24 Pgs(N), West Bengal.
I applied for passport on 06-Jul-2009 having file no A 050616 and key no [protected]. After few month a police verification had been made from our police station i.e. Habra Police Station. I submitted all the documents asked regarding this process. But after a long time I checked the status online what was showing police verification has not been completed as status. But there was no reason for that. So I mailed to corresponding personal whose email id had been given in www.indianpassport.nic.in site. Still I don't have the passport. I just want to know what was the reason for that my passport hadn't been passed the verification and what I have to do now to get it and how much harassment will come in future to get my passport ?
