The most common theft that an Indian comes across these days is "mobile theft"
and what is being done about it, nothing. If you ever loose a mobile no matter how expensive it is you will not be allowed to file a police case against it.
I lost a mobile which was of about 3500 Rs when I went to the police station to file a complain against it they laughed at me and said we dont file complains for mobile theft rather you should write that you lost the phone. I said I know I have seen the thieves the policeman laughed and said still we wont file a complain.

It is really easy to catch these thieves if police and mobile companies come together. No matter what sim lock, or software you use if the Police and the authorities are not cooperating how will you ever get back your phone.
What is the government doing about it and what is the police doing about it. Mobile theft is most common in buses, Delhi Metro and even in crowded places like malls and shopping complexes.

Strict action should be taken against mobile theft, person who is stealing a mobile is a THIEF and needs to be treated the same way the person stealing money or other precious commodity.
