Indian Railway — sudden change of class

I have experianced this twice till now that I book ticket of 2 tier A/c and on boarding the train we get are informed that we have been changed to 3 tier A/c and we can get the difference paid by my destination station.So I have two complaints against Indian railway......

1. If I have 2 tier A/c ticket and if it cannot be provided to me, I should be informed about it before boarding the train so that I can make my own arrangements....and not forced to travel in any other class decided by railways for me.

2.I tried to get difference paid by railway but instead they kept me sending from one office to another.. saying that this is e-ticket and it will be only paid from Delhi office... now am I suppose to go all the way to Delhi for getting my money paid back....

I am so much disappointed by Indian Railways that.... I really want to take some firm step taking it as my own responsibility to change India towards becoming a better country...........
