Non delevery of refill cylinder

My name is P.V.Sreenivasan and my IOC Consumer No is 5353. I have booked for a refill cylinder on 27-March 2012.I got a SMS on 18 May 2012 04:47PM as Dear Indine customar, against your refill booking 282787,cash memo 3893 generated ,cylinder shall be delivered shortly from :54411.Now the time is06:04PM on 21 march 2012. I won't get the refill cylinder till this time.Please help me......
