Forces customers to buy whole pack of tablets

This pharmacy refused to sell me the correct amount of tablets as prescribed by the doctor ( 14 tablets as prescribed for two weeks of medication). They said that I had to buy the entire blister pack of 20 tablets, as they could not cut the tablets. The tablets are expensive about Rs. 450 per pack of 10 tablets. The pharmacy said that they are not allowed to split a blister pack. Is this true? Is there a rule or regulation in India that says so?
