no electricity in my village

sir i am from a small village Karahiya , which come in under dist. Gwalior ,
sir in my half village last 2 year no electricity because transformer has fused , so that reason we are compelled to live in dark ,
we pay the electricity bill fee regularly but some of person do not pay bill fee regularly,so due to some of person who do not pay electricity charge so the electricity officer are not changing the transformer ,
so please tell me the we should do ?
