MTNL Delhi — Regarding MTNL broadband speed

Hello, i am customer for MTNL Delhi & tel no is:22464622, my plan is 599 and in the plan speed has 512 kbps but received below 100 kbps simultaneously. I have send the via E-Mail complaint of many times on MTNl & personally contact SDO and area manager.My complaint No is:40200656, 64100541, 63300056 in every month filing. but they cant treat me as a customer and my problem is still arised.please do the needful action against my request.
